When I was teaching, I just used plain old Elmer's Glue All for most everything. You can add a coat of diluted glue over things, too. I also used a white craft glue that I bought at a hardware store by the gallon jug. I really liked that glue best as it was not as thin as Elmer's. I could dilute it if I needed a thinner glue. But the store went out of business some years ago, so I went back to Elmer's. Extra things like Mod Podge were too expensive on tiny budgets.
